Medical, Dental Consultants Suspend Planned Nationwide Strike
By Admin Sept. 11, 2023
The Medical and Dental Consultants Association of Nigeria (MDCAN) has suspended its planned nationwide strike by three months following an appeal by the Coordinating Minister of Health and Social Services, Muhammad Pate.
The decision was part of the resolutions reached by MDCAN and contained in its communique issued at the end of its 13th Biennial Delegates meeting held in Kano.
President of MDCAN, Prof. Aminu Muhammad, said in view of the appeal by the minister of Health, P the association resolved to extend the ultimatum by three months.
“We resolved to extend the ultimatum to allow the Federal Government to address all the pending issues.
”If the government fails to address these demands at the end of the three months, we will go ahead with our next line of action,” he said.
Muhammad, speaking on the problems of brain drain, explained that available records show that over 500 highly trained doctors and consultants have left Nigeria.
He appealed to the federal government to urgently provide a holistic solution to the challenges of brain drain which should include incentives, to encourage retention of the already depleted health care human resources in Nigeria.
“Critical stakeholders in medical education should work together to fashion out sustainable pathways for improving the quality and quantity of medical and dental graduates in Nigeria”. he said.
Muhammad called on the government at all levels to save medical education through provision of improved infrastructure, adequate funding, and remuneration for staff.
Nigerncourier reports that on Aug. 23, the council issued a 21-day ultimatum to the federal government to meet its demands or face industrial disharmony. MDCAN NEC said it was dismayed by the non-implementation of the jointly agreed upward review of CONMESS and the introduction of Accoutrement allowance with the Nigerian Medical Association, as the released circular only captured the percentage increase on the basic salary, as against applying it to both the basic salaries and all allowances except hazard allowance.
This error, the council said, resulted in the complete exclusion of the clinical lecturers (Honorary Consultants) from benefitting from the upward review.
It said that inspite of its decision to keep faith with the engagement and negotiations with the National Salaries Incomes and Wages Commission for more than two years regarding the correction of the shortfalls in remuneration for Clinical Lecturers (Honorary Consultants), the issue is yet to be conclusively addressed by the Federal Government,” it noted.
The council said it observed the non-universal implementation of CONMESS for all medical and dental doctors irrespective of the agencies of the government they are working with.
The council decried the failure of the government to appreciate the magnitude of the impacts of brain drain in the health sector, as exhibited by the refusal of the National Council on Establishment to approve the Federal Ministry of Health’s proposal on the upward review of the age of retirement for the Medical and Dental Consultants and other health workers.
The consultants are, however, demanding the immediate review of the newly revised CONMESS circular and issuance of a new circular that would reflect the agreed percentage on both the Basic Salary and other allowances, apart from hazard allowance.
According to them, the review will ensure that the clinical lecturers will benefit from the upward review.
Other demands include a call for the correction of the error of commencement of the implementation of the upward review of CONMESS from June 1, 2022, to Jan. 2023.
The upward review of the CONMESS, they said, should take into consideration the impacts of the fuel subsidy removal and the high inflationary trend that is currently being experienced.
They also demanded the immediate implementation and circularisation of the agreed modalities for correcting the shortfalls in remunerations of Clinical Lecturers (Honorary Consultants).

Kano, IBP sign MoU on health financing transparency dashboard
The International Budget Partnership (IBP), Nigeria, and the Kano State Government on Saturday in Kano signed a Memorandum of Understanding (MoU) to strengthen transparency and accountability in health sector financing.
The partnership will support the development of a health financing dashboard to enable stakeholders monitor budget planning, releases, expenditure and performance across health sector agencies in the state.
The Commissioner for Health, Dr Abubakar Labaran, said the partnership had brought significant improvements in budget planning, execution and tracking in the ministry.
Labaran said the dashboard would enable the ministry to monitor the performance of its various units and agencies in real time.
He said the state government would continue to work with IBP and other partners to improve budget performance, releases and other issues relating to health financing.
IBP Country Director, Dr Olayinka Babalola,
said the dashboard was aimed at improving transparency around health budgeting and providing a comprehensive picture of expenditure.
Represented by Policy and Strategy Lead, Onyekachi Chukwu, said Kano was already making significant investments in the health sector alongside development partners, but tracking where the funds were going had been a challenge.
According to him, the MoU will support the state in developing a health financing dashboard that will enable stakeholders to monitor expenditure by various agencies in the health sector.
He said the dashboard would also provide information on the full range of investments in the sector and show where the funds were being spent.
Babalola, said the platform would help stakeholders track reasons why certain health services were not being delivered.
He said the information would enable relevant authorities to identify gaps in service delivery and take appropriate measures to address them.
Dr Shamsuddin Sani, State Representative of the Gates Foundation in Kano, said the foundation was supporting the initiative to address longstanding challenges in monitoring fund flow within the health sector.
Sani said the project would particularly focus on primary healthcare service delivery and provide clearer information on resources coming into the sector.
He said over the years, the health sector in Kano had faced challenges in tracking the amount of funding coming into the system, how much was being spent and how much was not reaching the intended areas.
According to him, government and development partners working in the sector have not had a clear picture of the resources coming into the health system and how they are being utilised.
“With this project, we want to close that gap by ensuring that we know exactly how much resources are coming into the primary healthcare system and the broader health sector in the state,” he said.
Sani said the initiative would also help determine the resources required by the sector and compare government funding with contributions from development partners.
He said the grant for the project was conceived to address the identified gaps, adding that implementation began earlier in the year.
NAN reports that the dashboard is expected to provide stakeholders with timely information on health financing and expenditure to support better planning, monitoring and service delivery in the state.
