Refinery: NNPC Ltd Targets Sustained Production with New Maintenance & Compliance Measures

The Nigeria National Petroleum Company Limited, NNPC Ltd, is set to ensure sustained production and enhance refining quality at its Warri and Kaduna plants.

The global energy player will also be adopting new maintenance and compliance measures, as well as deploying cutting-edge technology solutions.

These, according to the Chief Corporate Communications Officer, CCCO, of NNPC Ltd, Olufemi Soneye, are just a few among the sustainable and profit-driven measures being engaged by the firm.

According to him, the company is seeking a short and long term Operations and Maintenance (O&M) services contract for the Warri Refining and Petrochemical Company (WRPC) and Kaduna Refining and Petrochemical Company

These, according to the Chief Corporate Communications Officer, CCCO, of NNPC Ltd, Olufemi Soneye, are just a few among the sustainable and profit-driven measures being engaged by the firm.

According to him, the company is seeking a short and long term Operations and Maintenance (O&M) services contract for the Warri Refining and Petrochemical Company (WRPC) and Kaduna Refining and Petrochemical Company (KRPC).

The scope of work for the O&M “shall cover, but will not be limited to, the following:

• Long-term and short-term production/operations planning

• Production and operations execution

• Monitoring, reporting, and optimization of operations

• Maintenance planning (short term)

• Maintenance execution

• Reliability and inspection

• Process and control engineering

• Quality Control, Quality Assurance, and Laboratory

• Specialist engineering

• Health and Safety

• Environmental management

• Turnaround maintenance planning and execution

• Minor projects

• Non-hydrocarbon Procurement

• Sub-contractor management

• Inventory and warehouse management.”

The scope of work for the O&M “shall cover, but will not be limited to, the following:

On the key objectives of the O&M services for WRPC and KRPC, Soneye said:

“One of the objectives is to ensure and guarantee steady and sustained refining production while adhering to the best maintenance and regulatory compliance ethics at the minimum cost of refining and production per barrels.”

Regarding the tender procedure for the O&M services and how it will be conducted, the spokesman disclosed that “there will be a three (3) stage tender process viz:

– Expression of Interest

– Technical and

– Commercial.”

He also disclosed that the O&M is expected “to improve on our refining process that guarantees quality through the application of the latest technology including Computerized Maintenance Management Software (CMMS), Warehousing Management System (WMS).”

He said the specific activities included under the production and operations execution within the O&M contract “consists of the Scope of O&M Services covering all refining areas within the plans including reined products from different slats covering: MIXED LPG, PMS, HHK, ATK, AGO & LPFO.”

KIRS targets higher revenue through better customer relations — Chairman

The Executive Chairman of the Kano Internal Revenue Service (KIRS), Dr Zaid Abubakar, says the agency is targeting higher revenue generation through improved customer relations and service delivery.

 

Abubakar stated this in Kano on Friday during activities marking the 2025 Customer Service Week, which focused on promoting stronger engagement between the service and taxpayers.

 

Represented by Executive Director Support Services Group, Mr Hamisu Garko, said the agency’s reforms were designed to make taxpayers the centre of its operations, adding that effective communication and quality service remained critical to enhancing voluntary compliance.

 

“Our taxpayers are at the heart of what we do. We have continued to reform our processes to make revenue collection more transparent, efficient, and customer-friendly,” he said.

 

According to him, KIRS has introduced new strategies to strengthen the relationship between staff and taxpayers, including capacity-building programmes and regular stakeholder meetings.

 

“We are training our staff to better understand how to relate with customers because they are the backbone of our operations. Without taxpayers, there will be no service,” he added.

 

Abubakar said the agency had set ambitious targets for the year, focusing on doubling its revenue generation compared to the previous year through innovation, digitalisation, and enhanced public trust.

 

“Our goal is to improve our revenue performance by deepening engagement and encouraging voluntary compliance among taxpayers,” he said.

 

The chairman commended taxpayers for their cooperation and urged them to continue supporting government’s efforts to improve service delivery across the state.

 

 “We will continue to build a system that prioritises transparency, accountability, and customer satisfaction,” he said.

 

Earlier, the Director General of Kano State Signage and

Advertisement Agency, Kabir Dakata commended the state government for its prudent management of resources and the ongoing infrastructural transformation across the state.

 

He said the remarkable progress recorded in the state’s infrastructural development was made possible by the efficient revenue generation system and the transparent use of funds by the administration of Gov. Abba Kabir Yusuf.

 

“We are witnessing a great transformation in infrastructure, and this would not have been possible without your collective effort,”he explained.

 

A taxpayer, Mr. Samson Joshua, has urged the Kano State Internal Revenue Service (KIRS) to simplify its payment processes by fully digitising the system to enable residents to make payments conveniently from their homes or offices.

 

He said that adopting a fully digital platform would not only ease the stress taxpayers experience at physical offices but also improve transparency and accountability in the revenue system.

Dangote slashes pump price, kicks off free fuel scheme Sept. 15

The Dangote Refinery says it will commence its free fuel distribution programme on Monday, starting with six states and the Federal Capital Territory (FCT).
The company’s spokesman, Mr Anthony Chiejina, confirmed this in a statement issued on Thursday in Lagos.
He said the distribution would begin in Lagos and other South-West states, as well as Abuja, Kwara, Delta, Rivers and Edo.
Chiejina added that the refinery had also reduced the pump price of petrol to N841 per litre in Lagos and the South-West, and N851 per litre in Abuja, Edo, Kwara, Rivers and Delta.
According to him, the programme was initially scheduled for August but was delayed due to logistics challenges in China.
“The free fuel distribution will start on Monday, alongside the new pump price regime. We have received over 1,000 trucks for the commencement of the scheme,” he said.
He added that Dangote Group had rolled out compressed natural gas (CNG)-powered trucks to strengthen logistics and reduce distribution costs in the domestic economy.
“Even though we recently observed that CNG prices doubled last week, that will not deter our 10,000 CNG truck roll-out this year,” he said.

Dangote Names Road to Refinery After President Tinubu

Alhaji Aliko Dangote, Chairman of Dangote Group, on Thursday announced that the main road leading to the Dangote Petroleum Refinery and Petrochemicals will be named Bola Ahmed Tinubu Road, in honour of President Bola Tinubu.

Dangote made the announcement during President Tinubu’s tour of the refinery, which coincided with the official commissioning of the Deep Sea Port Access Road in Lagos.

He commended the President for his consistent support for private sector initiatives, describing him as the “visionary” who initiated the Lagos Free Trade Zone while serving as Governor of Lagos State.

“The Dangote refinery complex is, in many ways, your brainchild,” he said. “Mr President, let me just say one thing — the main road leading into our refinery is now to be known as Bola Ahmed Tinubu Road.”

The road is a strategic access route linking the Lekki Deep Sea Port, the Free Trade Zone, and the Dangote Refinery to the Sagamu–Benin Expressway through Ijebu Ode.

The announcement drew applause from dignitaries present, with President Tinubu rising to shake hands with Dangote.

Dangote also disclosed that the Group paid N450 billion in taxes in the previous year and is committing N900 billion to road infrastructure projects across Nigeria.

He noted that the Deep Sea Port Access Road is one of several projects being executed under the Federal Government’s tax credit scheme.

According to him, the Dangote Group remains the highest tax-paying company in Nigeria, contributing more to government revenue than all commercial banks combined.
